I NEED to know... If you have a Muggin or a Meego as a display picture on Windows Live Messenger, and you uninstall Messenger and then install it again will the Muggins or Meegos still be there, or will you have to buy them again?

No to both. They will possibly not be there when you reinstall messenger. You won't need to pay for them again though. Just go to the web site where you got the muggins and then you click on a link where you can re-download the already purchased items, just like the winks and emoticons.
